While buildings in residential zones can go up to level 5, the highest level of commercial, industrial and office zones is only 3.
Buildings from specialized areas, such as IT clusters or commercial areas with a tourism specialization, are always automatically at the highest level (1).
What Does Leveling up Buildings do?
For Residential Buildings, the number of residential households depends on the size and level of the building. For the largest residential buildings in low density residential zones, the number of households varies between 3-7. In high density residential zones, the largest houses accommodate between 9-26 households.
Commercial, Industrial and Office Buildings offer more jobs at higher levels. The education required for jobs is also increasing.
How do I Level up the Buildings?
You cannot level up buildings yourself. This happens by itself as soon as the requirements for the next level are met. Each zone has slightly different conditions to reach the next level.
In Residential and Commercial areas , the land value and the average education of your residents are important. In order to increase the land value, you need to provide various services and parks.
In Industrial and Office areas, the average education of workers is also important, as well as service coverage in the area.

Rule for all areas: Abandonment buildings, noise and ground pollution can prevent buildings from leveling up. Education and services, on the other hand, allow buildings to level up.
